The following information provides an overview of terms and filters used in Development.i

In progress

Includes applications and requests from the creation of the record until a decision is made. It also includes developments applications where the applicant has made representations against Council’s decision, where the outcome of the representations is yet to be issued.

Decided

Includes applications and requests that have been decided, withdrawn, cancelled, or currently under Appeal and not superseded by a further approval.

Past

Includes applications and requests which were decided, withdrawn, cancelled, or that have been superseded by a further approval.

All

Includes In progress and Decided or Past applications and requests. The All progress filter should be selected in order to obtain the complete history (back to 1 January 2004) of development applications over the current site and its previously related lots, where a subdivision has occurred.

Development

Includes all applications and requests included in the application type filter.

Use filter options are determined by the type of application group selected.

The filter has two levels - a higher level in darker green colour, and in many cases, subcategories are provided for the higher levels underneath in lighter green.

Development applications are divided broadly by the activity groups listed in the Maranoa Regional Planning Scheme 2006, refer to Planning Scheme Schedule 1 Dictionary and as prescribed by the Planning Regulation 2017, refer to Planning Regulation Schedule 3 Use terms for local planning instruments. The subcategories available is not exhaustive in that it does not try to cover all definitions in the Planning Scheme, but rather, provides selected categories that are common interest to the community. If you would like to see other categories, please contact Council's Technical Advice Team to provide feedback. When using this filter, note that not every development application received by council is classified by use which may limit your results.

The date range filter provides the ability to refine results based on a period. The period can be based on the record create date (submitted) or decided date of an application or request.

Environmentally Relevant Activity

Environmentally relevant activities are prescribed activities which are generally industrial or intensive animal industries with the potential to release emissions which impact on the environment and surrounding land uses. For further information see Schedule 2 of the Environmental Protection Regulation 2019.

Exemption Certificate

An exemption certificate is intended to be used as a tool to address the inappropriate categorisation of development. An exemption certificate may be issued under the Economic Development Act 2012, Planning Act 2016 or the Queensland Heritage Act 1992 and remove the requirement to obtain a development approval. For more information refer to section 71A of the Economic Development Act 2012 and section 46 of the Planning Act 2016. Note: only exemption certificates issued by Maranoa Regional Council will be available on Development.i.

Material Change of Use

Development applications for material change of use require assessment under the Maranoa Regional Council Planning Scheme 2017. In general terms, a material change of use is the start of a new use, re-establishment of a use that has been abandoned, or a material increase in intensity or scale of the use of the premises.

Operational Works

Development applications for operational works require assessment under the Maranoa Planning Scheme 2017 and/or State legislation. Operational Works includes a wide variety of works, such as:

  • Clearing Vegetation
  • Drainage Work
  • Earthworks
  • Landscaping
  • Roadwork
  • Stormwater

Development applications for operational works signages includes advertising devices made assessable under the Maranoa Planning Scheme 2017.

Planning Scheme Works

Development applications for building work assessable against the Maranoa Planning Scheme 2017.

Priority Development Area

Priority Development areas are parcels of land within Queensland identified for development to deliver significant benefits to the community and are declared by the Minister for Economic Development Queensland under the Economic Development Act 2012.

Reconfiguring a Lot

Development applications for reconfiguring a lot require assessment under the Maranoa Planning Scheme 2017 – 9.4.5 Reconfiguring a Lot Code. A reconfiguring lot is the process of creating lots by subdividing another lot, amalgamating two or more lots, rearranging boundaries, dividing land into parts by agreement or creating easements to give access from a constructed road.

Request to Apply a Superseded Planning Scheme

Under the Planning Act 2016, a request can be made to apply a superseded planning scheme to enable a development to be assessed under a superseded planning scheme. This request must be made within one year of the planning scheme being superseded as per the Planning Act 2016 and the Sustainable Planning Act 2009.

Survey Plan Sealing

Refers to Council's final approval of a plan of subdivision. It is also informally known as a "plan of survey" or the "plan sealing" process. In general terms this process is where Council checks that all relevant conditions associated with a reconfiguring a lot and/or an operational works approval have been met and then approves the plan. The plan is then submitted to the Titles Office for registration. When the plan is registered in the Titles Office, the lots are officially created.

Variation Request

A variation request is part of a development application for a preliminary approval for premises that seeks to vary the effect of any local planning instrument in effect for the premises.

A variation approval is part of a preliminary approval for premises that varies the effect of any local planning instrument in effect for the premises. This also includes a preliminary approval to vary the effect of the Planning Scheme under section 242 of the Sustainable Planning Act 2009, in accordance with section 286 of the Planning Act 2016. These applications are generally associated with a Material Change of Use and/or a Reconfiguring a Lot application type.

Modification (Change/Amendment)/Extension

Modification (change/amendment)/extension applications or requests is the process for making changes to approvals or seeking extensions to the currency period of an approval. This includes both applications made under the Planning Act 2016 and the Economic Development Act 2012.

Other

Other development applications include conversion applications, change applications under the Sustainable Planning Act 2009 and older change applications not defined elsewhere.

Code

Code assessable applications are assessed against the relevant assessment benchmarks set out in the Maranoa Planning Scheme 2017. Where the application meets criteria, it will be approved with relevant conditions. If it does not meet some criteria, that part of the application can be refused or approved with conditions. This type of application does not require public notification.

Impact

Impact assessable applications must be assessed against the Maranoa Planning Scheme as a whole, to the extent relevant. These applications must be publicly notified to take into account the community's views and provides third party appeal rights to any submitters.

Other

For the purpose of Development.i the "Other" category is used to capture any application that has been received that did not trigger code or impact assessment under the planning scheme.

Note: this filter includes minor changes of code and impact applications.

Change applications

Refers to an application to council to consider changes to the original approval, including changes to conditions and/or changes to approved plans. As well as being described as change applications in their description, these applications can be recognised by having a suffix decimal of .01, .02 etc. at the end of their application reference numbers.

Extension to relevant period/extension application

An application to apply for an extension to the currency period for a development approval in accordance with Section 86 of the Planning Act 2016. The below references all application acronyms used within Development.i.

ERA

Refers to an Environmentally Relevant Activity. For more information, refer to the Environmental Protection Regulation 2019.

EXEM

Refers to Exemption Certificates. For more information, refer to section 46 of the Planning Act 2016.

MCU

Refer to Material Change of Use, which are applications for material change of use.

OW

Refers to Operational Works, which are applications for operational works relating to:

  • Clearing Vegetation
  • Drainage Work
  • Earthworks
  • Landscaping
  • Roadwork
  • Stormwater

OWS

Refers to Operational Works Signage, which are applications for advertising devices.

PDA

Refers to Priority Development Area, which are applications made within the Bowen Street Roma Priority Development Area.

PSW

Refers to Planning Scheme Works or Building works Assessable Against the Planning Scheme.

RAL

Refer to Reconfiguring a Lot, which are applications for reconfiguring a lot.

RASPS

Refers to a Request to Apply a Superseded Planning Scheme. For more information, refer to section 29 of the Planning Act 2016.

SEAL

Refer to Survey Plan Signing application, which are requests plan sealing.
